Speech given by Mr. Austin Fernando, Secretary of Defense, at the prisoner exchange between the GOSL & LTTE in Omanthai on Saturday, 28 September 2002


 
Friends,
This is indeed a happy occasion for all of us. This prisoner release has come about as a consequence of the ongoing peace process initiated by Hon. Ranil Wickremesinghe, Prime Minister of Sri Lanka.
The Leader of the LTTE, Mr Velupillai Prabhakaran, extended his cooperation to this process.
It is yet another significant milestone to a negotiated settlement of what was at one time considered an intractable conflict.
This prisoner release also signifies the beginning of a partnership in which we need to co-operate closely on many matters, including de-mining, the resettlement of internally displaced persons, the resumption of agriculture and other forms of livelihood in development, creation of job opportunities, social and cultural renaissance.

Participation of LTTE and Government representatives too endorses the ability to work together as partners in progress. It shows togetherness, which was lacking for about twenty years.
The Government of Sri Lanka remains committed wholly to the process and would explore all avenues to create a cordial atmosphere, which would enable us to resolve all issues confronting us in a spirit of co-operation and goodwill.
I wish to take this opportunity to mention that some seek further information on those missing in action. There is a belief – rightly or wrongly – among the relatives, friends and others of missing persons that some such persons may be living in areas presently accessible mainly to the LTTE, perhaps unaware of the developments taken place in the country. I would earnestly urge the LTTE to commence verification as to whether any such persons still remain in these areas, either living of their own or otherwise.
In conclusion, I wish to thank all those who contributed towards the release of detainees today, especially the ICRC that played its role in a magnificent and professional manner – the Head of Mission, his Deputy and others. In addition, I appreciate the contribution by Lt. Gen. Lionel Balagalle, who initiated action for this release, Hon. Attorney General who assisted and sorted out the legal processes, and Prisons Commissioner.
I have no doubt that the release of detainees is the cause for much happiness to the families of the released, in particular to their parents, children, friends and colleagues. Similarly, such release will overjoy the Security Forces personnel. The relevant Security Force and the Ministry of Defence as representatives of the Government will assist in the welfare of those released. I wish all of them the very best, as they turn a new leaf in their life.
May they, like President Mandela, who spent 27 years in Robin Island in solitary confinement and transcended hate and bitterness for his oppressors, put behind them the past and work with us towards a happier and better future. We believe that it will pave way for a constructive peace process.
