SLMM Definition and Mandate
The Sri Lanka Monitoring Mission, SLMM, monitors the implementation
of the Ceasefire Agreement (CFA), signed by the Government
of the Democratic Socialist Republic of Sri Lanka, (GOSL),
are the Liberation Tigers of Tamil Eelam, (LTTE), on 22nd
February 2002. SLMM is an International verification Mission,
headed by Major General Tryggve Tellefsen. It consists of
monitors from the Nordic countries of Norway, Finland, Sweden,
Denmark and Iceland and has headquarters in Colombo.

SLMM is in Sri Lanka by direct invitation
of the parties involved in the conflict; GOSL and
LTTE.

The
primary role of SLMM, according to the Ceasefire Agreement
, is to monitor possible violations of the Ceasefire
Agreement , inquire into complaints made by the two
parties and the people of Sri Lanka, and assist parties
in the settlement of any dispute that might arise. |

To
be able to do that SLMM has six district offices in
Jaffna, Mannar, Vavuniya, Trincomalee, Btiicaloa and
Ampara, two naval monitoring teams based in Jaffna
and Trincomalee and Liaison officers to the LTTE leadership
in Kilinochchi and the Sri Lankan Government in Colombo |

Local
monitoring committees, (LMC) work alongside the SLMM
District Offices. Each LMC has five members: Two leading
citizens appointed by GOSL, two leading citizens appointed
by LTTE, and an international SLMM monitor acting
as chairman. |

All
the people of Sri Lanka including the two parties
can file complaints of alleged violations of the Ceasefire
Agreement to a LMC. The committee will seek to resolve
any dispute concerning the implementation of the CFA,
at the lowest possible level, and the ruling of violations
of the CFA is a result of communication between the
parties. |

The
GOSL, LTTE, the Head of SLMM, and the Local Monitoring
Committees, focus on solving problems that might surface
regarding the Ceasefire Agreement, and on establishing
and facilitating communications between the parties
in order to strengthen the Ceasefire Agreement. |

Clarifications of common misconceptions
SLMM does not take part in the
peace talks between the parties planning in Thailand. GOSL,
LTTE and the Royal Norwegian Government decide on the agenda
and dates for these talks.
SLMM is not enforcing peace in Sri
Lanka. The parties themselves have made a Ceasefire Agreement
and are determined to find a permanent solution to the conflict
trough peace talks.
The ceasefire in Sri Lanka is not
a result of a memorandum of understanding (MOU), but that
of The Ceasefire Agreement, (CFA), signed formally by the
GOSL and LTTE.
