Dear Minister,

As you may be aware I am in receipt of a letter dated 30th May, addressed to me directly by Mr Anton Balasingham in response to my letter of May 28th, addressed to you by me. I am enclosing a copy of Mr Balasingham’s letter for your information.

Having given consideration to the issues raised in the letter, I thought I should respond to Mr Balasingham clarifying certain matters briefly and proposing for an official delegation to be provided with the opportunity for a dialogue with the LTTE so as to explain the content of our proposal, provide clarification where necessary and obtain their responses.

I seek your cooperation in transmitting my letter which is annexed, to Mr Balasingham as expeditiously as possible and for arranging the proposed dialogue with the LTTE.
