On 14 October 2003 an LTTE delegation met in Copenhagen with officials from the Danish Ministry of Foreign Affairs. The LTTE delegation was headed by Mr. S.P. Tamilchelvan. The Danish delegation was headed by Under-Secretary of State, Ambassador Mr. Peter Lysholt Hansen. During its stay in Denmark the LTTE delegation also visited the Danish Center for Human Rights and the Danish Center for Rehabilitation of Torture Victims.
The primary purpose of the visit to Denmark was to discuss the peace process. After the ceasefire agreement of February 2002 between the Government of Sri Lanka, GoSL and the LTTE the direct negotiations between the two parties have been interrupted since April 2003, when the LTTE withdrew from the negotiations. The ceasefire per se has, however, been maintained. The discussions in the Danish Ministry of Foreign Affairs concentrated on the peace process, and especially on the suggestion of establishing an interim administration for the northern and eastern districts of Sri Lanka. It is expected that the LTTE response to the GoSL proposal on the interim administration before the end of October will be handed over to the GoSL by the Norwegian mediators. The Danish side underlined the importance of the resumption of the peace negotiations, and that the LTTE engage itself fully into the process. Otherwise a unique opportunity to obtaining peace and stability in Sri Lanka would be missed. The LTTE delegation shared this view.
In March 2003 the Danish Parliament approved of 156 mill. Danish kroner to a 3-year development assistance programme to Sri Lanka in the furthering of the peace process. The programme comprises 1) participation the Nordic manned Sri Lanka Monitoring Mission; 2) support to demining activities; 3) reconstruction activities; 4) human rights, democracy and good governance activities; and 5) repatriation and conflict prevention activities.
