An agreement to establish a Post-Tsunami Operational Management Structure (P-TOMS), otherwise known as the Tsunami Relief Council, for the rehabilitation and reconstruction of the tsunami-affected areas of the Ampara, Batticaloa, Jaffna, Kilinochchi, Mullaitivu and Trincomalee districts in the Northern and Eastern provinces was signed today in Colombo and Kilinochchi. Mr. M.S. Jayasinghe, Secretary to the Ministry of Relief, Rehabilitation and Reconciliation and Mr. Shanmugalingam Ranjan, Deputy Head of the Planning and Development Secretariat of the LTTE signed the agreement.
