It was reported on TamilNet on 12 July 2006 that S Thangan, Deputy Head of the LTTE Political Wing had declared open the buildings of the General Hospital in Kilinochchi. The new Hospital was constructed with several components of funding which includes Government contribution, donor assistance and loan facilities. The loan components have been provided by the Asian Development Bank and the OPEC fund which have to be serviced by the Government of Sri Lanka . The first stage of reconstruction work relating to the Kilinochchi General Hospital was supported by a Japanese grant and completed in March 2004.

The augmented facilities at the General Hospital in Kilinochchi will serve a long felt need for the people of the region. The Hospital which is under the Provincial Director of Health Services is staffed by Government paid doctors, nurses and other paramedical support staff.

Despite claims to the contrary the underlying truth is that all public services provided in the North and the East are supported and funded substantially by the Government of Sri Lanka.
