SLMM Blames LTTE for Kabitigollewa Attack

SCOPP Report
29 August 2006

The SLMM in a ruling on the attack of a civilian bus at Kabitigollewa on 15 June 2006, has held the LTTE responsible for this brutal and inhuman act. The SLMM ruling of 28 August 2006, states that the LTTE is the only element with the motive, capability and capacity to carry out this attack and must bear the responsibility for the killing of these civilians.

The SLMM ruling further states that the attack was carried out using military expertise with regard to planning, execution and coordination. The attack required skills of deploying and handling such weapons professionally. The SLMM ruling also states that this attack is reflective of the well known modus operandi of the LTTE.

The SLMM points out that this attack is the most fatal and destructive incident involving civilians since Ceasefire Agreement in February 2002. The attackers simultaneously detonated two claymore mines on a civilian bus with over 150 passengers traveling on the Hammillawetiya – Kabitigollewa road at approximately 7:30am. The brutal attack claimed the lives of 68 civilian passengers of whom 14 were children.
